Bong Go hails Senate approval of E-Governance Act

The Senate on 9 June ratified the bicameral conference committee report on the proposed E-Governance Act, a major legislative step aimed at modernizing the Philippine government’s public service delivery through digital platforms.

Senator Christopher “Bong” Go, one of the bill’s authors and co-sponsors, welcomed the ratification, emphasizing the urgency of adopting a technology-driven governance framework that ensures more efficient, accessible, and transparent public services — especially for Filipinos in remote and underserved areas.

“The goal of this bill is to accelerate and make government services more accessible through digitalization,” Go said in Filipino.

Go stressed that the bill, once enacted, will mandate the full transition of various government processes into a unified digital system, reducing red tape, improving coordination among agencies, and removing unnecessary layers of bureaucracy.

“Once enacted, this will speed up government transactions and make it easier for our citizens to obtain documents and services through technology,” Go added.

Go underscored how digital governance can improve the delivery of critical services such as healthcare, education, and social assistance, while reducing the need for in-person visits to government offices.

“If passed into law, we can use technology so that people no longer have to endure long lines or travel far just to submit requirements or inquire about a process,” he said.

He also stressed the role of e-governance in promoting transparency and fighting corruption:

“With digital records and online systems, it will be easier to monitor transactions. This will help prevent corruption, reduce red tape, and strengthen our fight against dishonesty in government,” Go explained.

The senator thanked his fellow lawmakers for their support, highlighting the collaborative efforts of both chambers of Congress.

“Thank you to my fellow lawmakers in the Senate and the House for supporting and working together to pass this measure,” Go said.

He concluded by reaffirming his commitment to legislation that promotes innovation and improves public service delivery: “This is for faster, better, and more humane government service for every Filipino.”

If enacted, the E-Governance Act will institutionalize digital transformation across all branches of the Philippine government. Among its core components are the creation of a unified digital platform called eGovPH, a centralized Integrated Government Network (IGN) that links agency databases and portals, and the mandatory designation of Chief Information Officers in each government department to ensure consistency in digital implementation.

It also empowers the Department of Information and Communications Technology (DICT) with the authority to enforce compliance across agencies, establishes an e-Governance Academy for digital skills training, and integrates blockchain technology — through a system called eGOVchain — to enhance data security and transparency in public transactions.
