Children of fallen cops to benefit from renewed NAPOLCOM scholarship

The National Police Commission (NAPOLCOM) announced Tuesday the resumption of its scholarship assistance program for the surviving children of Philippine National Police (PNP) personnel who died or became permanently incapacitated in the line of duty.

The NAPOLCOM Scholarship Program reaffirms the government’s commitment to honor the courage and heroism of uniformed PNP members. It provides educational assistance not only to legitimate but also to illegitimate children of PNP personnel who were killed or rendered permanently disabled while performing their official duties or due to their official capacity.

In a significant step toward inclusive support, the program now covers the entire K to 12 Basic Education Program, vocational training, and tertiary education—ensuring sustained assistance from Kindergarten through college.

Scholarship assistance may be released either through reimbursement or direct payment to the school where the scholar is enrolled. Tuition and miscellaneous fees incurred from 2023 onward will be reimbursed through the concerned NAPOLCOM Regional Offices.

NAPOLCOM Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan emphasized that “this initiative not only ensures access to education for the children of our fallen and incapacitated police heroes, but it also affirms the government’s commitment to uphold the welfare of the police force and their families.”

"This is our way of ensuring that the sacrifices of our police heroes will never be forgotten. By supporting the education of their children, we not only honor their legacy but also provide these young individuals with the tools to build a brighter future. It is our pledge to turn loss into opportunity and grief into hope," he added.

The resumption of the scholarship program follows the issuance of DBM-DILG Joint Memorandum Circular No. 2024-01, which modifies the use of net proceeds from firearms licensing fees collected by the PNP.

According to Calinisan, these proceeds fund scholarship assistance mandated by Republic Act No. 6963, which benefits the children of deceased or permanently incapacitated personnel from the Armed Forces of the Philippines (AFP), PNP, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine Coast Guard (PCG).
