More than 50,000 housing units have been pledged by private developers — particularly those that build horizontal developments — to the recalibrated Pambansang Pabahay para sa Pilipino (4PH) Program, the flagship housing initiative of President Ferdinand R. Marcos Jr.
This major commitment comes less than a week after Jose Ramon P. Aliling was appointed secretary at the Department of Human Settlements and Urban Development (DHSUD). Aliling is a respected civil engineer in the construction industry. Upon assuming office, he opened the 4PH Program to horizontal or subdivision-type housing projects, expanding its scope beyond vertical developments.
As of last Friday, three private developers — Raemulan Lands Inc. (RLI), 8990/Deca Homes, and Fiesta Communities Inc. — have collectively committed a total of 51,541 housing units to be delivered over the next three years.
Raemulan Lands, in a letter signed by CEO Eileen Uy Doyle, committed 35,656 units across Pampanga, Cavite, Bulacan, and Laguna. Fiesta Communities CEO Christopher Ryan Tan pledged 6,387 units, while 8990/Deca Homes president and CEO Vincent Sotto committed 9,498 houses.
“This is a great start for our recalibrated 4PH — a strong indication that we’re on the right track in expanding President Marcos’s flagship housing program to include horizontal developments. It’s also a confidence booster for the private sector,” Aliling said.
“We’ll continue exploring all feasible approaches under the recalibrated 4PH — not just to increase the numbers, but more importantly, to respond to the needs and voices of our stakeholders,” he added.
Secretary Aliling earlier vowed to sustain and enhance the 4PH Program by accommodating subdivision-style housing, and DHSUD officials are currently working on guidelines to support the new model.
In addition to expanding the 4PH framework, Aliling also emphasized his strict policy of zero tolerance for corruption.
