The Department of Justice (DOJ) has welcomed the filing of criminal charges against Gian Carlo Dela Cruz Maningo in connection with an alleged social media post inciting violence against public officials.
Maningo, also known as “Gian Maningo,” has been charged with violating Section 4 of Republic Act No. 11479, or the Anti-Terrorism Act of 2020, in relation to Republic Act No. 10175, or the Cybercrime Prevention Act of 2012.
The case is docketed before the Regional Trial Court of Mandaue City, 7th Judicial Region. According to court documents dated May 26, 2025, Maningo allegedly posted the following message on Facebook:
“10 Million Reward - Will be offering a reward to whomever can kill the following MOST WANTED TERRORIST. George Garcia, Christine Garcia, Raymond Garcia and 5 Million reward to BOMB all COMELEC site”
The DOJ said the post also contained photographs of Commission on Elections Commissioner George Erwin Garcia, Cebu Gov. Gwendolyn Garcia, and Cebu City Mayor Raymond Garcia. Prosecutors found that the message, which circulated publicly online, was intended to spread fear and intimidation.
Following an inquest investigation, prosecutors found prima facie evidence to support the charge and recommended that no bail be granted.
The recommendation was approved by the deputy city prosecutor, and the case was filed under the authority of the Office of the City Prosecutor.
The DOJ reiterated its commitment to prosecuting crimes that threaten public safety and exploit digital platforms to incite violence or terror.
