Housing firm backs 4PH, DHSUD with 35K-unit commitment

One of the country’s top producers of socialized housing has pledged over 35,000 units to President Ferdinand “Bongbong” Marcos Jr.’s flagship housing initiative, boosting the administration’s push to provide affordable homes for Filipino families.

Raemulan Lands Inc. (RLI) committed to deliver 35,656 housing units over the next two years under the Pambansang Pabahay para sa Pilipino (4PH) Program, following the Department of Human Settlements and Urban Development’s (DHSUD) recent expansion of the program to include horizontal developments.

In a letter addressed to DHSUD Secretary Jose Ramon Aliling, RLI CEO Eileen Uy Doyle said the firm fully supports the recalibrated 4PH program.

"Your announcement last May 27, 2025 to include and prioritize horizontal developments as part of the 4PH Program has bolstered our commitment to continue with our company's mission," wrote Doyle. “As a matter of fact, we have already laid out our housing road map to be included in the government's 4PH Program for the years 2025 to 2026, totalling 35,656 housing units."

Some of the pledged housing units are already under construction in Pampanga, Bulacan, Cavite, Laguna, and Rizal. RLI, recognized by Pag-IBIG Fund as the country’s top developer from 2020 to 2022, also recorded the highest number of socialized housing units taken out nationwide from 2022 to 2024.

Secretary Aliling welcomed the move as a “huge boost” to the President’s housing agenda.

"This is a clear indication that the expansion of 4PH to horizontal developments is in the right track to rally more private partners to join the President's program," he said. "With more partners expected to come in, we can produce more housing units faster."

The DHSUD previously focused on vertical, condominium-style housing but has shifted to a more inclusive strategy in response to calls from local government units and other stakeholders.

"We need to be more inclusive. We hear the clamor of LGUs and other partners for horizontal developments so that they can be more affordable," Aliling said.

Upon assuming his post earlier this week, Secretary Aliling laid out an eight-point agenda, which includes improving and expanding the 4PH modality to accommodate subdivision-type housing projects.
