MMDA: NCAP not applicable in ‘problematic’ areas

The MMDA is set to resume enforcement of the NCAP starting 26 May across key traffic corridors in Metro Manila.

The Metropolitan Manila Development Authority (MMDA) announced Sunday it will postpone implementing its No Contact Apprehension Policy (NCAP) in areas experiencing issues with lane markings, traffic signage, or other road infrastructure.

In a radio interview, MMDA Traffic Enforcement Group director Atty. Victor Nuñez said the agency is working with the Department of Public Works and Highways (DPWH) to resolve problems such as the temporary disappearance of motorcycle lane markings on Commonwealth Avenue due to ongoing road rehabilitation.

“We are fair in dealing with that,” Nuñez said. “If there is a mistake, no traffic signage, or missing markings, motorists can file a protest through our online traffic adjudication,”

“They don’t need to go to the MMDA. But rest assured, where there are problems, we will not implement enforcement,” he added.

Nuñez stressed that the NCAP’s purpose is to enhance road safety and improve traffic flow, not to generate revenue.

The NCAP, which operates continuously, covers violations including disregarding traffic signs, coding violations, overspeeding and unauthorized entry into bus lanes. Motorists caught by the system will receive a summons via Philippine Postal Corporation (PhilPost) within seven days and have 10 working days from receipt to contest the violation.

“The return of NCAP will serve as a deterrent, instilling fear among drivers and encouraging them to be more disciplined,” Nuñez said.

This includes major circumferential roads like Recto, Mendoza, President Quirino Avenue, Araneta Avenue, EDSA, C.P. Garcia, Katipunan, Tandang Sora, and radial roads such as Roxas Boulevard, Taft Avenue, South Super Highway, Shaw Boulevard, Ortigas Avenue, Magsaysay Boulevard, Aurora Boulevard, Commonwealth Avenue, Andres Bonifacio Avenue, Rizal Avenue, Delpan, Marcos Highway and McArthur Highway.
