QCPD solidifies probing processes

The Quezon City Police District (QCPD) is touting the effectiveness of its Investigation Solution Automatic Verification (ISAV) system, which it implemented from 1 January to 15 May 2025, as part of its efforts toward smarter, data-driven policing.

Acting QCPD director Police Col. Randy Glenn Silvio on Thursday highlighted the system’s impact, noting that in just four and a half months, 4,711 individuals were apprehended by various QCPD police stations and operational units.

Of those arrested, Silvio said 748 were repeat offenders in drug-related cases and 1,517 were repeat offenders for non-drug-related cases.

Additionally, 1,014 individuals were arrested on outstanding warrants, with 168 of those warrants related to drug charges and 846 for non-drug offenses.

Silvio said the ISAV system allowed authorities to conduct real-time cross-checks through key Philippine National Police databases.

The system identified 4,326 individuals with existing criminal records in the CIRAS database, 3,129 individuals through the e-ROGUE gallery, and 369 individuals with active cases recorded in the e-WARRANT system.

Meanwhile, the system identified 2,203 individuals as first-time offenders with no prior records in any of the PNP’s criminal databases.

Of these, 564 were involved in drug-related cases, while 1,639 were linked to non-drug-related offenses.

“The ISAV system has transformed our investigative operations. It allows us to identify suspects swiftly, validate their criminal history instantly, and adapt our tactical response accordingly,” Silvio said.

“This is a major step forward in evidence-based policing,” he added.

According to Silvio, the system reinforces the QCPD’s mission to modernize crime investigation processes, ultimately aiming to make Quezon City safer through the use of technology and accurate data integration.
