The Land Transportation Office (LTO) has revoked the licenses of 10 bus drivers and 8 conductors from Victory Liner and Solid North Transport after they tested positive for illegal drug use in surprise tests.
LTO Chief Assistant Secretary Vigor D. Mendoza II said the decision was in accordance with Republic Act 10586 (Anti-Drunk and Drugged Driving Act of 2013) and RA 4136, which prohibits driving under the influence of illegal drugs.
“Jurisprudence is also replete with cases wherein the Supreme Court rules that a license is merely a permit or privilege, and that such privilege granted by the State may be suspended or revoked in the exercise of its police power, in the interest of the public safety and welfare,” Mendoza said.
“In the case of these people, their obligation is greater because they are driving and catering to the public transportation needs,” he added in English and Filipino.
Mendoza said all 18 individuals are now permanently disqualified from obtaining any form of driver’s or conductor’s license.
Under the directive of Transportation Secretary Vince Dizon, the LTO has intensified its campaign against erring motorists, particularly in public transport. During Holy Week, 98 driver licenses were revoked and over 1,100 show cause orders issued for various violations.
Secretary Dizon earlier warned bus companies that allowing these personnel to return to work could result in the revocation of their franchises.
Mendoza reiterated that driving is a privilege granted by the state and must be upheld with discipline and responsibility.
“As Secretary Dizon said, the government will no longer tolerate the wrongdoing of motorists. Lives are at stake,” Mendoza said.
He added that the move follows the directive of President Ferdinand “Bongbong” Marcos Jr. to strengthen road safety nationwide.
