Quezon City Police District (QCPD) Director Police Brigadier General Melecio Buslig Jr. has been relieved from his post following a viral video showing one of his officers allegedly committing abuse and harassment while intoxicated.
The QCPD Public Information Office confirmed that Buslig was removed from his position due to command responsibility.
The decision came after a letter dated 21 April, signed by National Capital Region Police Office (NCRPO) Regional Director Police Major General Anthony Aberin, was received by QCPD.
In the interim, Police Colonel Randy Glenn Silvio, the QCPD’s deputy director for administration, has been designated as officer-in-charge.
The Philippine National Police (PNP) said that the move was a firm response to what it described as a "disgraceful betrayal of the people’s trust."
“This is not just a case of misconduct — it is a disgraceful betrayal of the people’s trust. Let this be clear: we will not allow any abusive officer to hide behind the badge,” said PNP Chief Police General Rommel Marbil. “If you harm the people you swore to protect, you will be arrested, prosecuted, and expelled from the service. No second chances. No exceptions.”
The controversy centers on Police Staff Sergeant Jordan Marzan, assigned to Police Station 2 of QCPD, who was arrested on Monday after being caught on video allegedly forcing his way into a home in Barangay Damayan, Quezon City.
The incident was shared on social media by the complainant, who also accused Marzan of physically hurting her minor daughter during the confrontation.
According to NCRPO, Marzan was under the influence of alcohol when he unlawfully entered the residence and engaged in a heated altercation with the household members. The officer’s firearm has since been confiscated.
He is set to undergo inquest proceedings for physical injury under the Special Protection of Children Against Abuse, Exploitation and Discrimination Act, as well as for violation of domicile.
NCRPO Chief Police Major General Aberin emphasized the agency’s zero-tolerance stance against police misconduct.
“NCRPO’s policy against police officers who are violating the law is non-negotiable. You will be arrested, charged, and removed from the PNP, in accord with due process of law. There is no second chance for police scalawags,” Aberin said.
The PNP’s Internal Affairs Service has taken over the administrative case to ensure full accountability within the force.
