The Quezon City Police District (QCPD) has filed formal charges against a Quezon City policeman who allegedly shot and killed a van driver and injured another person in a road rage incident last week.
QCPD director P/Col. Melecio Buslig Jr. on Thursday disclosed that EM/Sgt. Randy Tuzon — assigned to the Batasan Police Station 6 — has been charged before the Quezon City Prosecutor’s Office.
Tuzon is accused of fatally shooting Ronnie Borromeo and injuring Reynaldo Hagos on 20 March along Tandang Sora Avenue in Barangay Old Balara at around 6:30 p.m. Police said Tuzon, who was driving his own vehicle, had a traffic altercation with Borromeo, the driver of an L300 van.
Witnesses told police that Tuzon blocked the van, exited his vehicle, and punched Borromeo before shooting him multiple times with a handgun.
Authorities said Tuzon then returned to his vehicle and left the scene. Investigators recovered seven bullet casings and a fired bullet at the location.
Borromeo was rushed by witnesses to a hospital but was declared dead on arrival.
Hagos was taken to East Avenue Medical Center for treatment of a gunshot wound to his left hip and thigh.
Tuzon later surrendered to a police officer at an outpost along Commonwealth Avenue. The officer brought him to Station 6, where he has been detained.
Buslig said Tuzon has been charged with murder, frustrated murder and violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) and B.P. 881 (Omnibus Election Code) based on Comelec Resolution No. 11067.
“The QCPD extends its condolences to the bereaved family of the deceased victim and we wish for the recovery of the other victim who is still in the hospital. We will ensure that the law is enforced fairly and impartially, especially when a police officer is involved in a crime,” Buslig said.
