MVP group full steam ahead on 12-KM Lapu-Lapu Expressway

After facing delays, the Lapu-Lapu Expressway (LLEX) is officially moving forward following the signing of a Memorandum of Understanding (MOU) on Thursday, March 6, 2025.

The Manny V. Pangilinan (MVP) Group of Companies, through its subsidiary Cebu Cordova Link Expressway Corp. (CCLEC), entered into an agreement with the Lapu-Lapu City Government, Premium Megastructures Inc. (PMI), and Ulticon Builders Inc. to commence the much-anticipated project.

"Starting today, we lead to progress. We promise that the journey the Cebuanos will take will not be too long, not too trafficky, dreams not too far to achieve," said MVP Group Chairman Manny V. Pangilinan during the signing event.

Pangilinan acknowledged that the project encountered a minor setback when their Spanish private partner withdrew. Following the completion of the Cebu-Cordova Link Expressway (CCLEX), the foreign partner chose to focus on other international projects, leaving the MVP Group to assume full financial responsibility for LLEX.

The 12-kilometer expressway aims to ease congestion in Lapu-Lapu City, benefiting key areas such as the Mactan-Cebu International Airport and Mactan Economic Zones (MEZs). It will also improve road conditions in Barangays Pajac, Buaya, Mactan, Bankal, and Punta Engaño, while alleviating traffic in Barangays Babag and Basak by providing a direct link between CCLEX and the airport via Aviation Road.

Once completed, LLEX will be the first four-lane elevated expressway in the Visayas and Mindanao regions, with a capacity to accommodate approximately 50,000 vehicles daily, significantly improving travel conditions in the area.
