BI arrests Chinese fugitive extending visa

This case demonstrates the efficacy of our screening processes

The Bureau of Immigration (BI) on Wednesday reported that a Chinese fugitive had been arrested for attempting to extend his tourist visa.

Authorities identified the Chinese as Lin Guangxiu, a 44-year-old who was apprehended on 11 February at the BI main office in Intramuros, Manila, after authorities confirmed he was the subject of an Interpol Red Notice for drug-related offenses.

According to the BI, Lin is allegedly wanted for prosecution for violating Section 11, Article II of RA 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.

BI commissioner Atty. Joel Anthony Viado said that the arrest demonstrates their unwavering commitment to keeping the country safe from foreign fugitives.

“There will be no countrywide sanctuary for these wanted criminals. We will continue to protect our country’s borders and ensure that anyone attempting to evade justice will be arrested,” Viado said.

The BI Fugitive Search Unit (BI-FSU) worked with the Tourist Visa Section (TVS), headed by chief Raymond Remigio, to arrange for Lin’s immediate arrest after BI personnel discovered anomalies in Lin’s records during the visa extension process.

“This case demonstrates the efficacy of our screening processes. We’re still on the lookout to stop foreign fugitives from abusing our immigration system,” Remigio said.

Authorities said that in 2019, Lin and an accomplice were found in possession of more than 138 transparent, tape-sealed parcels containing approximately 270,000 grams of “shabu,” also known as methamphetamine hydrochloride.

His arrest complies with President Ferdinand Marcos Jr.’s directive to bolster border security and enforce the rule of law by ensuring that fugitives and other unwanted foreigners are expelled from the country.

“We will keep collaborating with international law enforcement organizations to find fugitives and deport them as soon as possible,” Viado said.

The BI chief also warned that the agency would take swift legal action against any foreign national who tries to evade justice.

Lin is currently detained at the BI Warden Facility in Camp Bagong Diwa, Taguig City, pending deportation proceedings.
