DoE clears priority lane for 149 deals

A total of 149 power generation and transmission projects, with a combined capacity of 19,000 megawatts (MW), are set to accelerate their respective developments after securing tickets to the fast lane.

Energy Secretary Raphael Perpetuo Lotilla said on Monday that Certificates of Energy Projects of National Significance (CEPNS) were awarded to these projects to enable their timely development and completion.

“By facilitating investments in power generation and transmission in an efficient and timely manner, we are not only strengthening our energy security but also accelerating our transition to a cleaner, more resilient energy system,” Lotilla said.

CEPNS-certified projects receive priority processing and faster approvals from permitting agencies, government-owned corporations, and local government units.

Developers can also apply for multiple permits at the same time to avoid sequential approvals.

Of total capacity expected from these projects, 17,600 MW will come from 91 renewable energy (RE) projects, while 1,500 MW will be generated by four conventional power plants.

Among the largest CEPNS-certified projects include the 1,000-MW San Miguel Bay Offshore Wind Power Project, the 1,400-MW Pakil Pumped-Storage Hydroelectric Power Project by Ahunan Power Inc., and the 2,500-MW Terra Solar Project by Terra Solar Philippines Inc.

The agency also granted CEPNS to 29 transmission projects, 24 microgrid system projects, and one exploration project, most of which are expected to be completed within two to five years.

The Department of Energy suspended CEPNS issuance in December 2020 but reinstated it in April 2024 under a revised framework through Department Order No. DO 2024-04-0003.

The updated guidelines cover projects in the Philippine Energy Plan, including power generation, transmission, distribution, and grid stability services. Energy projects with at least P3.5 billion in capital investment also qualify.

RE projects under the Feed-in Tariff System, those selected through the Green Energy Auction Program, and projects aligned with the country’s clean energy transition automatically receive CEPNS certification. Certifications remain valid until commercial operations begin.
