The Laoag City Police Station, under the leadership of Police Lt. Col. Andrew Rabang, apprehended an 18-year-old security guard for violating Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) and the Commission on Elections (Comelec) Resolution 11067 on Sunday night, 26 January.
The suspect, identified as Mcfrayam Talibuguen y Bago, a resident of Barangay 12, Laoag City, was arrested at a carnival in Barangay 15 on 26 January at around 10:05 p.m. The operation followed a report from a concerned citizen, who noticed the suspect roaming the premises with a firearm tucked into his waist.
Responding officers apprehended the suspect and confiscated a caliber .38 firearm with markings “61290,” loaded with four live ammunition. Upon questioning, Talibuguen failed to provide necessary documents such as a Certificate of Authority from the Comelec, License to Own and Possess Firearms, firearm registration or Security ID.
In an off-camera interview with the suspect, DAILY TRIBUNE noticed inconsistencies in his stories mentioning that he is a security guard for a construction company yet guarding a school. He was not able to provide a name of the agency he is directly working with.
The Laoag City Police reminds the public to adhere to firearm laws and Comelec regulations, especially during the election period.
