20% discount on mobile data for students pushed

An advocacy group espousing digital technology and free and unhampered WiFi connection on Sunday called for revisiting Republic Act 11314, or the Student Fare Discount Act, saying that it is time to include giving students a 20% discount on mobile data loads.

In a statement sent to DAILY TRIBUNE, digital lawyer Atty. Nick Conti explained that, like transportation, connectivity through loads or internet connection and data is a must in today’s digital world. He added that the proposal seeks to address the increasing reliance on internet connectivity for education, especially in light of the digital shift caused by the pandemic.

“Education should be accessible to all, and in today’s digital age, affordable internet is as important as books and classrooms,” Atty. Conti said during his talk at the recent Barangay Leaders Forum in Calamba City.

“This student discount on mobile data ensures that every Filipino student has equal access to online resources, digital learning platforms, and research tools — regardless of where they are,” he said.

Conti has also proposed a groundbreaking initiative to ease the burden on students.

Under the proposed program, students from elementary to college, including those enrolled in vocational and technical courses, can avail themselves of the discount upon presenting a valid student ID or proof of enrollment.

This initiative directly supports Conti’s group’s CLICK mission of making technology and connectivity work for Filipinos, particularly the youth.

Unlike existing student discounts, such as the 20 percent off on transportation fares, CLICK’s proposal targets digital access — a necessity for modern learning. “Pamasahe (fare) is important, but today, the bigger gap is in digital access. Internet connectivity is the bridge to knowledge,” Atty. Conti emphasized.

Benefits beyond education

The program also aims to uplift students in remote areas, where mobile data is often the sole means of connectivity due to limited infrastructure for public WiFi. By collaborating with major telco providers, the initiative will help lower the cost of education-related internet usage, empowering students to excel academically.

“This is not just about cheaper internet — it’s about opening doors to a brighter future for our students. Affordable mobile data enables students to stay connected with their schools, engage in online learning, and maximize their potential,” Atty. Conti said.

CLICK is working to forge partnerships with telecommunications companies to ensure the seamless implementation of the program. Regular monitoring and accountability measures will be in place to guarantee that the discounts reach the intended beneficiaries.

“We call on the telco providers and the government to support this initiative. Together, we can create a learning environment where no student is left behind simply because they can’t afford to stay connected,” Atty. Conti said.

“The CLICK continues to champion innovative and technology-driven solutions for education, governance, and the welfare of every Filipino. With this student discount proposal, CLICK hopes to redefine how connectivity can transform the nation’s future,” he further stated.
