PCW condemns inappropriate sexual remarks by public official

The Philippine Commission on Women (PCW) condemned the inappropriate sexual remarks made by a public official.

In a statement on Thursday, the PCW stressed that public officials and employees shall perform and discharge their duties with the highest degree of excellence, professionalism, intelligence, and skill, citing Section 4 of Republic Act No. 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees.

"The Philippine Commission on Women expresses grave concern on the recent video circulating on social media, in which a public official makes inappropriate and sexually demeaning remarks that perpetuate harmful stereotypes about women," it said.

"Such behavior reflects a disturbing disregard for the fundamental values of respect, equality, and human dignity. These remarks not only undermine progress toward gender equality but also contribute to a culture of discrimination that the PCW is dedicated to dismantling," it added.

The PCW also stressed that "there is no acceptable context for comments that objectify or degrade women-whether in a celebratory setting or otherwise."

"Public officials must recognize the power their words hold, especially when addressing the public. Remarks made on public platforms shape societal norms and attitudes, making it critical that these platforms are used responsibly to promote respect, not harm."

The PCW issued the statement following the circulation of a video on social media showing Camarines Sur 2nd District Rep. Lray Villafuerte making inappropriate sexual comments during a visit to a school in Nabua town.

Additionally, the PCW reminded all public servants and citizens that women's rights are protected under the Magna Carta of Women and other laws that uphold equality and justice.

"Discriminatory and derogatory remarks not only violate these legal protections but also foster a mindset that tolerates gender-based discrimination and violence. It is the responsibility of every Filipino, particularly public officials, to cultivate a culture of respect and equality," it added.

The agency also thanked the concerned citizens and sectors who have spoken out against the harmful behavior.

It also added that incident "serves as a critical reminder of the need for vigilance in holding public officials accountable for their actions and words."

"As we approach the upcoming elections, it is imperative for the public to demand leaders who uphold respect, accountability, and the highest standards of conduct expected from those who represent us," the PCW said.

"Now is the time for communities to voice their rejection of all forms of discrimination and to insist on leadership that promotes dignity and inclusivity."
