The Council for the Welfare of Children (CWC) condemned on Tuesday the rape of a four-year-old child in Manila.

Recently, a 43-year-old man was arrested after allegedly raping his niece's four-year-old son in Manila.

After the victim's parents confirmed the incident, the child was immediately hospitalized and the crime was reported to the police.

"Raping a child under the age of 7 is qualified rape strictly prohibited by Art. 266-B of the Revised Penal Code," the CWC said.

"According to this provision, qualified rape is punishable by reclusion perpetua or imprisonment of 20 years and one day to 40 years," it added.

The CWC called on parents and guardians to be alert to the signs of abuse and guide their children carefully to avoid any kind of violence against them.

With the passage of Executive Order No. 79, s. 2024, the CWC said it is strengthening the promotion of MAKABATA Helpline 1383 as the main support for the protection of our youth.

The CWC assured that it is constantly monitoring and working with the concerned to ensure that children are safe from any form of abuse and violence.

It urged the public that if they witness a violation of the child's rights, report it to the MAKABATA Helpline 1383.
