Riders seek to hasten MC taxi law legalization

Commuters and the motorcycle taxi (MC) industry stand to gain significantly if lawmakers approve the long-awaited law to officially regulate the use of bike taxis as a solution to ease urban congestion while unlocking economic opportunities.

Nearly 500 members of the MC Community Philippines (MTCP) rallied outside the Senate on Tuesday, calling for the swift passage of a law to regulate motorcycle taxis in the country officially.

MTCP chairman Romeo Maglunsod appealed to Senate Committee on Public Services chairman Senator Raffy Tulfo to prioritize the measure, which has been delayed despite the ongoing pilot program since 2019.

Maglunsod stressed that enacting the MC Taxi Law would provide commuters with a safer, more reliable and affordable transportation option while improving the industry’s services.

“We believe that Senator Raffy Tulfo, a true ally and partner of Filipino workers, is the new hope for every rider and passenger to officially recognize this transport service in our Constitution,” Maglunsod said.

Pilot program

The pilot program includes operators Angkas, JoyRide and MOVE IT, which collectively employ 45,000 riders in Metro Manila. It aims to evaluate the safety and viability of motorcycles-for-hire as public transportation.

“For commuters, motorcycle taxis provide a practical solution to urban traffic woes. Their ability to navigate congested streets reduces travel times, offering a reliable mode of transportation in densely populated areas,” he said.

He added that the law would introduce uniform standards for riders, including standardized benefits and training programs.

Enhancing transport options

President Ferdinand Marcos Jr. has expressed support for the legalization of motorcycle taxis, citing their potential to enhance transportation options for commuters, drivers, and micro, small and medium enterprises.

House Speaker Martin Romualdez has identified House Bill 3412, which seeks to legalize motorcycle taxis and reform transportation network vehicle service regulations, as a priority measure.

Senator Grace Poe has also backed the initiative, stating that a well-regulated framework would provide commuters with more transportation choices while fostering healthy competition among service providers.
