LPG manpower training enhanced

A QSP is defined as an individual who has completed an approved training course for LPG service persons conducted by the DoE, the Department of Trade and Industry, or other government-accredited organizations

The Department of Energy (DoE) recently recognized three industry associations as authorized training organizations for Qualified Service Persons (QSPs), marking a significant step in strengthening the Liquefied Petroleum Gas (LPG) industry. 

The move aims to enhance safety, efficiency and professionalism in the delivery of LPG services, aligning with the mandates of Republic Act 11592, or the LPG Industry Regulation Act (LIRA).  

A QSP is defined as an individual who has completed an approved training course for LPG service persons conducted by the DoE, the Department of Trade and Industry, or other government-accredited organizations. 

Under LIRA, all individuals engaged in activities regulated by the DOE within the LPG industry are required to undergo such training to elevate industry standards and ensure technical proficiency.  

The DoE, through its Oil Industry Management Bureau, has awarded certificates of recognition to the LPG Industry Association, the LPG Marketers Association, and the Philippine LPG Association (PLPGA). These associations were the first to comply with DoE Department Circular No. DC2023-08-0025, which outlines the accreditation requirements for training organizations in the LPG sector.  

Professionalizing sector

“These associations’ recognition as authorized training organizations is a crucial step towards professionalizing the industry,” OIMB director Rino Abad said.

“By empowering these associations to deliver QSP training, we are ensuring that more professionals are equipped with the knowledge and skills required to uphold the highest standards of safety and service.”  

Thus, Abad urged the newly accredited organizations to make their training programs accessible to all individuals, regardless of association membership. “We encourage these organizations to adopt a collaborative and inclusive approach.” 

The training programs will cover key aspects of LPG operations, including refinery operations, import terminal and depot management, bulk and cylinder transport, refilling plant management, dealer and retail outlet operations, auto-LPG dispensing station management, and centralized LPG piping systems for bulk consumers. 

By empowering these associations to deliver QSP training, we are ensuring that more professionals are equipped with the knowledge and skills required to uphold the highest standards of safety and service.

To facilitate the smooth implementation of RA 11592, the DoE has provided a five-year transition period during which LPG businesses can conduct in-house training for their employees. 

After this period, all license renewals for LPG businesses will require employees to complete training through a DoE-certified organization.
