The legal mavericks of the Bureau of Customs launched the book "Compendium On Customs Abandonment Proceedings" during the Manila International Book Fair 2022 held at SMEX Convention Center, Mall of Asia Complex, Pasay City.
Written by a team of legal luminaries from the BOC headed by Collector V and Deputy Collector for Passenger Service of the Port of NAIA Atty. Ma. Lourdes Villamar Mangaoang, the book is a follow-through to the highly successful "Compendium On Customs Seizure And Forfeiture Proceedings," published on July 2020.
Together with Mangaoang are Chief Customs Operations Officers Atty. Marlon Miranda Agaceta and Atty. Tristan Armando III Ferry Langcay.
Intending to shed light on when the owner, importer, or consignee fails to pay in full the assessed duties, taxes, fees, interests, and other charges within 15 calendar days from the final assessment, the book aims to promote transparency of existing customs processes, procedures, laws, rules, and regulations.
The book launching was attended by Supreme Court Associate Justice Ramon Paul L. Hernando, Professional Regulation Board of Customs Brokers Chairman Samuel Bautista, and PRBCB members Nenette Dagondon and Albert Cruz and Central Book Supply Inc.
In the foreword, Supreme Court Associate Justice Ramon Paul L. Hernando said the book is a "scholarly and finely crafted legal work as truly laudable and praiseworthy." He also shares the authors' optimism that the Compendium will be an effective tool and guide in the field. Supreme Court Associate Justice Samuel H. Gaerlan also emphasized in his foreword that "they (authors) have gone above and beyond their duties as officials of the BOC by offering a practical and easy guide for parties-in-interest."
Gaerlan added that "as court officers, they have assisted in disseminating information to law students through a proper learning tool. Ultimately, their efforts in making customs laws, procedures, and practices known and accessible to everybody, one book at a time, deserve praise, respect, and admiration." The "Compendium On Customs Abandonment Proceedings" was published thru Central Book Supply, Inc.
