Inaprubahan na ng House Committee on Ways and Means ang substitute bill na naglalayong bigyan ng emergency powers si Pangulong Ferdinand Marcos Jr. Sakaling aprubahan ng Kongreso, kabilang sa mga kapangyarihang ito ang pansamantalang pagsuspinde o pagbawas ng excise tax sa mga produktong petrolyo.

Ayon sa panukala, magtatagal ang naturang emergency powers sa loob ng anim na buwan. Gayunpaman, maaari itong paikliin o palawigin depende sa galaw ng presyo ng langis sa pandaigdigang merkado.

Layunin ng hakbang na ito na maibsan ang epekto ng patuloy na pagtaas ng presyo ng petroleum products na dulot ng krisis sa Middle East.
