BI probes misconduct claims at detention centers

The Bureau of Immigration (BI) ordered an internal review of its detention facilities Tuesday following online allegations of misconduct made by a deported foreign national.

Immigration commissioner Joel Anthony Viado said the bureau is investigating claims made by Vitaly Zdorovetskiy, who alleged corruption and unauthorized access to mobile phones during his stay at the agency’s warden facility.

While Viado cited that the claims are currently unverified and based solely on Zdorovetskiy’s account, he said the matter warrants closer scrutiny.

“Any allegation of misconduct or security lapses within BI facilities is taken seriously,” Viado said. He clarified that the allegations do not change the legal basis for Zdorovetskiy’s deportation or his status as an undesirable alien.

As part of the investigation, the bureau conducted inspections at its detention centers in Taguig and Muntinlupa. The raids led to the seizure of several contraband items, including mobile phones, electronic devices, unauthorized cash, cigarettes, e-cigarettes, bladed objects and gambling paraphernalia.

“The bureau maintains a strict no-contraband and no-unauthorized-use-of-gadget policy in all detention facilities,” Viado said. He warned that any personnel found violating these regulations would face administrative and criminal sanctions.

Viado stressed that Zdorovetskiy’s deportation and permanent ban from re-entering the Philippines remain in effect.

He added that the agency would continue to strengthen internal controls to ensure facilities operate according to the law and maintain humane conditions.
