Iba, Zambales — The provincial government of Zambales has embarked on the construction of major infrastructure projects aimed at improving government services, expanding healthcare access, and strengthening grassroots sports development across the province.

During his State of the Province Address (SOPA) on 19 January 2026, Governor Hermogenes E. Ebdane Jr. outlined four major infrastructure developments: a new provincial capitol building, a new capitol multipurpose building, the Zambales Sports Complex Track and Football Stadium, and the President Ramon Magsaysay Memorial Hospital Annex.

The SOPA was delivered at the session hall of the Provincial Legislative Building, ahead of the inaugural session of the Sangguniang Panlalawigan.

Beyond the flagship projects, Ebdane said the provincial government continues to invest in roads, water systems, barangay halls, covered courts, school buildings, and other community facilities.

In the health sector, Ebdane said the province is prioritizing equity and inclusivity by expanding access to quality medical services. He cited the upgrading of provincial and district hospitals, investments in modern medical facilities, and the hiring of additional healthcare specialists.

The provincial government has also partnered with PhilHealth to expand enrollment, improve claims processing, and reduce out-of-pocket expenses for residents.

“In Zambales, health care is always accessible and affordable for every Zambaleño,” Ebdane said.

The governor also highlighted the creation of the Zambales Mango Industry Council to support agriculture and the Zambales Maritime Development Council to strengthen the fisheries sector.

“In addition, our local tourism is flourishing, creating more jobs for Zambaleños. We will continue to establish revenue-enhancing measures to encourage local enterprise, industrial growth, and investment, ensuring that the economy of Zambales remain resilient, inclusive, and future-ready,” he said.

On social services, Ebdane cited programs such as Hatid Serbisyo and Tulong Kapitolyo, which address child welfare, crisis intervention, family support, and senior citizen care.

“These programs aim to uplift dignity and strengthen hope across communities, ensuring social equity and stability,” he said.

The province has also expanded its Handog Edukasyon program, providing educational and financial assistance to thousands of students, while intensifying sports development initiatives.

“Likewise, we intensified our sports development program to build discipline, leadership, and national pride. We are conquering new heights, our athletes now bring pride to our province from CLRAA to Palarong Pambansa to SEA Games,” Ebdane said.
