

The Technical Working Group (TWG) of the Independent Commission on Infrastructure (ICI) for asset recovery held its fifth coordination meeting on 13 January 2026, to further strengthen inter-agency efforts in tracking and recovering government and private assets linked to pending legal cases.
The meeting was chaired by Atty. Renato Paraiso, acting executive director of the Cybercrime Investigation and Coordinating Center (CICC).
Participants included representatives from key government agencies such as the Anti-Money Laundering Council, Armed Forces of the Philippines, Bureau of Customs, Bureau of Immigration, Bureau of Internal Revenue, and the Department of Justice. Officials from the ICI, represented by spokesperson Atty. Brian Keith Hosaka and special adviser Gen. Rodolfo Azurin Jr., also took part in the discussions, alongside observers from the Office of the Ombudsman.
Central to the meeting was the Asset Recovery Case Management Dashboard System (ARCMDS), a digital platform designed to consolidate and monitor assets subject to recovery. The system focuses on properties and resources linked to individuals and entities facing court cases, including assets identified through referrals from the ICI and the Department of Public Works and Highways.
The TWG discussed plans to onboard agencies with regulatory and supervisory authority over monetary, real estate, and movable assets into the dashboard. This is intended to ensure coordinated oversight of assets that have been frozen, recovered, or flagged for further action.
Officials said the platform will allow participating agencies to better align their respective mandates and enforcement powers, strengthening the government’s overall capacity to recover assets tied to unlawful activities.
Atty. Paraiso said the initiative reflects a “strengthened inter-agency approach to asset recovery” and is expected to streamline processes that have traditionally been fragmented across multiple offices.
The group agreed to sustain its collaborative efforts, with the ARCMDS positioned as a central tool to promote transparency, coordination, and accountability in asset recovery operations.
