President Ferdinand Marcos Jr. on Wednesday called on newly promoted generals and flag officers of the Armed Forces of the Philippines (AFP) to be “faithful stewards” of public funds as the military faces a new year of heightened geopolitical tensions.
During a promotion ceremony at Malacañang, Marcos said the higher ranks reflect the nation’s confidence in the officers’ ability to lead “amid pressure and uncertainty.”
He stressed that leadership at the general and flag officer levels is defined more by the standards they set for the entire force than by the number of operations completed.
“The value of a true leader is measured by the right conduct and good example he sets, not by his rank,” Marcos said.
The President highlighted the military’s 2025 achievements in modernization and strengthening defense partnerships with allied nations.
With the 2026 national budget now signed into law, Marcos specifically tasked the officers with ensuring that military spending is handled with transparency.
“Be among those who ensure that every peso translates into capability, preparedness and integrity,” said the President.
In return, Marcos reaffirmed the government’s commitment to the welfare of the troops. He cited the updated base pay schedule and an increase in the subsistence allowance for military and uniformed personnel as key components of this support.
Marcos also addressed the families of the officers, calling them the “silent pillars” of the armed forces and thanking them for the sacrifices they make while their loved ones serve.
“Lead well, stand your ground, and keep the AFP worthy of its name,” the president told the officers.
