Iloilo local execs get in hot water over AICS

Administrative charges have been filed with the Office of the Ombudsman against Iloilo City officials linked to payout anomalies under the Assistance to Individuals in Crisis Situation (AICS) program, Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian said on Thursday.

The move follows a 12 November report submitted to Gatchalian by DSWD Field Office 6 (Western Visayas), which detailed multiple grievances from AICS beneficiaries.

Allegedly, certain local officials unlawfully took P8,000 from beneficiaries during the AICS payout on 11 November 2025, leaving only P2,000 for the intended recipients.

Gatchalian strongly condemned the reported acts of corruption, reiterating that fraudulent practices will not be tolerated under his leadership. 

He further emphasized the DSWD’s commitment to safeguarding the integrity of its social protection programs and ensuring that assistance fully reaches the rightful beneficiaries. 

Criminal cases are currently being prepared and evaluated as evidence continues to be gathered.

DILG gives support

The Department of the Interior and Local Government (DILG) on Thursday expressed full support for the DSWD’s action in filing charges against barangay officials in Iloilo City who allegedly extorted money from AICS beneficiaries. 

Taking advantage of families already in distress is unacceptable and violates the Marcos administration’s call for clean, compassionate and accountable governance.

The DILG is coordinating with the DSWD, the Office of the Ombudsman, and other disciplining bodies to ensure that the investigation proceeds with clarity and resolution. The department will also reinforce local-level monitoring mechanisms to prevent similar abuses from taking root.

The public is encouraged to report any irregular activity involving local officials related to AICS distribution or any other social assistance program immediately. 

Every peso of government aid must reach beneficiaries in full and without fear. Officials who exploit the people they are sworn to serve will be held fully accountable.
