
Heavy rains on Monday night, 21 July, led to flooding in several areas across Metro Manila, with water levels ranging from gutter-deep to chest-deep, according to the Metropolitan Manila Development Authority (MMDA).
As of 9:14 PM, MMDA recorded flood incidents in Manila, Quezon City, Pasay, Mandaluyong, Caloocan, Valenzuela, Navotas, Las Piñas, Malabon, and Marikina. While most affected roads remained passable to all types of vehicles, deeper floods in key areas rendered some roads impassable, especially to light vehicles.
In Quezon City, multiple sections of G. Araneta Avenue were among the most severely affected. Chest-deep floods were reported in the northbound and southbound lanes near Maria Clara and Victory Avenue, with waist-deep water at NS Amoranto, and knee- to half-tire-deep flooding in surrounding streets including E. Rodriguez, Kaliraya, and Biak na Bato. These areas were largely not passable to light vehicles or, in some cases, all types.
Manila saw widespread gutter-deep flooding in areas such as Taft Avenue, Roxas Boulevard, and Rizal Avenue, including intersections near UN Avenue, Padre Faura, and Pedro Gil. While most streets remained navigable, knee-deep water was reported at España Boulevard near Lacson and España corner Antipolo, where small vehicles were advised to avoid the area.
In Pasay, gutter-deep water was observed along Andrews Avenue, including near Terminal 3 and Tramo. Flooding in Mandaluyong City earlier at the EDSA Shaw Tunnel northbound had subsided by 9:06 PM.
In Valenzuela, flooding along McArthur Highway in Marulas reached knee-deep levels, making it impassable to light vehicles. Similar conditions were reported along C3 near the NLEX Connector in Caloocan, which also had earlier flooding on Samson Road that later subsided.
Navotas, Las Piñas, Malabon, and Marikina reported mostly gutter-deep flooding, with all roads still passable to all vehicle types. In Marikina, this included the SM Marikina underpass leading to FVR Road.
