Muntinlupa Mayor Ruffy Biazon is urging the national government to intervene in the escalating flood crisis in urban areas, saying that the problem has surpassed the capabilities of local governments.
Recently, Biazon stressed the need to escalate the issue to higher authorities, citing massive infrastructure challenges like outdated drainage systems and expressway expansions that fall outside the purview of local government control.
He specifically called for accountability from agencies such as the Department of Public Works and Highways (DPWH) and even private entities like Skyway operators, for their contributions to the capital’s persistent flooding issues.
“Our drainage system is really difficult. It requires billions and billions of pesos,” Biazon said. “We need dedicated funds for flood control.”
Biazon revealed that Muntinlupa’s current drainage system, much of which flows into Laguna Lake, can no longer handle the increasing volume of rainwater, urban runoff, and expansion. He stressed that a complete overhaul, rather than mere patchwork fixes, is necessary to rehabilitate the entire system.
“We need to rehabilitate the entire drainage system of the city because it can’t just be localized,” he said, acknowledging that while the city can initiate efforts, a comprehensive solution will take considerable time.
