
The private sector is ramping up its support for the government’s flagship housing initiative, with at least 42 developers committing to build more than 250,000 socialized housing units under the Expanded Pambansang Pabahay para sa Pilipino (4PH) program.
The Department of Human Settlements and Urban Development (DHSUD) confirmed receiving the pledge from the country’s major housing and real estate groups in a joint letter sent to Secretary Jose Ramon Aliling.
The letter, dated 7 July, outlined the initial list of developers aligned with the recalibrated 4PH program and emphasized their shared confidence in the department’s leadership and policy direction.
In their communication, the Chamber of Real Estate and Builders Associations Inc. (CREBA), National Real Estate Association (NREA), Organization of Socialized and Economic Housing Developers of the Philippines (OSHDP), and Subdivision and Housing Developers Association Inc. (SHDA) expressed unified support for the administration’s effort to tackle the country’s housing backlog.
“In manifestation of our shared optimism towards your administration and the potential of a recalibrated 4PH to deliver meaningful solutions to our country’s overwhelming housing needs, we are pleased to submit the initial list of private developers who have expressed their commitment to participate in the production of socialized housing under the program. To date, these commitments total 251,846 units,” the groups stated.
“We see this not merely as a numerical pledge, but as a concrete reflection of the mass housing sector’s confidence in the direction the Department is taking under your stewardship,” they added.
The developers cited the DHSUD’s proactive measures, including streamlining the permit process, adjusting price ceilings, updating technical standards for socialized housing, and establishing Housing One-Stop Processing Centers (HOPC), as key enablers that signal the government’s commitment to eliminating regulatory bottlenecks in housing development.
To fast-track the project rollout and ensure the timely delivery of housing units, the groups proposed piloting a dedicated HOPC to handle all 4PH-related permits and transactions exclusively.
Such a facility, they said, would improve coordination among key agencies, local governments, and private developers, enabling faster approvals and project execution.
“The private sector stands ready to do its part. With your continued leadership and the collaborative mechanisms being set in motion, we are confident the Expanded 4PH can finally deliver large-scale, inclusive, and sustainable housing solutions for Filipino families,” the developers said.
Secretary Aliling welcomed the initiative, calling it a strong affirmation of President Ferdinand Marcos Jr.’s housing vision.
“This commitment is a clear testament that the recalibrated and expanded 4PH as directed by President Marcos is on the right track. This also strengthens our resolve to provide decent homes and dignified living for government housing beneficiaries under the President’s vision of a Bagong Pilipinas,” the DHSUD chief said.
