Camp Aquino, Tarlac — The Northern Luzon Command (NOLCOM) of the Armed Forces of the Philippines (AFP) reported its accomplishments for the first half of the year, citing major strides in security, maritime protection, and disaster response.
During a meeting held on 2 July at Camp Servillano Aquino, military leaders and operational units under NOLCOM reviewed the command’s performance in the first semester of 2025.
The presentation showcased a holistic approach to national security that blends military force with community engagement, cooperation with allies, and support for civil governance.
From combat to community stability, NOLCOM’s counterinsurgency campaign led to the dismantling of two significant communist terrorist formations—the Komiteng Rehiyon Gitnang Luzon and Komiteng Rehiyon Cagayan Valley.
This move effectively crippled the influence of the Communist Terrorist Group (CTG) in large parts of Regions I, II, III, and the Cordillera Administrative Region (CAR).
With 10 CTG members neutralized and 12 firearms recovered, more areas have now been declared under a State of Internal Peace and Security, signaling a shift from armed conflict to peaceful development.
NOLCOM has also extended its focus beyond land, strengthening defense of the country’s northern maritime frontier.
The command conducted 43 aerial and 82 naval patrols to assert maritime sovereignty and enhance domain awareness.
Through joint exercises with international allies during the BALIKATAN 40-25 exercises with the United States, Japan, and Australia, NOLCOM strengthened its role in regional defense cooperation, demonstrating preparedness for both traditional and emerging security challenges.
In partnership with local government units (LGUs), the PNP-AFP Collaborative Effort (PACE) provided former conflict-affected communities with access to basic services and development initiatives. This shift emphasizes sustained rehabilitation and reintegration efforts over military engagement.
NOLCOM also played a vital role in disaster response and civil defense. From heli-bucket operations during forest fires in Ilocos Norte to maritime search and rescue missions and participation in nationwide earthquake drills, NOLCOM demonstrated its rapid deployment capabilities and commitment to emergency response.
The command reaffirmed its identity as a Jointly-Engaged, Sustainment-Maintained, and Readiness-Trained force. Guided by the values of Matapang, Masipag, Magalang, at Responsable, NOLCOM continues to evolve as a protector of territorial integrity and a steward of democratic peace in Northern Luzon.
As the AFP recalibrates its focus toward external defense and multi-domain readiness, NOLCOM stands at the forefront—bridging security with service, and strength with compassion.
