The Department of Justice (DOJ) has found prima facie evidence against Chinese national Gong Wen Li, also known as “Kelly,” in the case of kidnapping for ransom with homicide involving businessman Congyuan Guo a.k.a. Anson Tan or Anson Que.

In its resolution, the DOJ said there is sufficient evidence to file charges against Gong following the conclusion of the National Prosecution Service’s (NPS) preliminary investigation.

However, Que’s son, Alvin Que, has been cleared due to lack of evidence linking him to the crime.

On 29 March 2025, 67-year-old Que and his driver, Armanie Pabillo, were last seen aboard a black Lexus van en route to Parañaque City. Their abduction was reported by the family after receiving a ransom demand.

Despite payment, the two were killed. Their vehicle was later found abandoned, and their bodies were discovered the next day in Rodriguez, Rizal.

The DOJ resolution directs the filing of two counts of kidnapping for ransom with homicide against Gong. It also recommended referring Yuan Haohua, Yuan Fanquiang, and Lee Hsiao Ting to the Philippine National Police-Anti-Cybercrime Group (PNP-ACG) for case build-up under the Anti-Financial Account Scamming Act (AFASA Law).

The DOJ stressed that the resolution is not a finding of guilt but a directive to proceed to trial based on the evidence presented.

“All respondents will be afforded their full right to due process,” the DOJ said in a statement. “Their constitutional rights will be safeguarded throughout the judicial proceedings.”

Justice Secretary Jesus Crispin “Boying” Remulla reaffirmed the DOJ’s commitment to due process and accountability.

“As stewards of justice, we are bound not by pressure or presumption, but by evidence, law, and the enduring principles of fairness and due process,” Remulla said.
