

An innovation will be introduced to address the problems besetting Manila during his comeback three-year term, according to Mayor-elect Francisco “Isko Moreno” Domagoso.
In an interview, Domagoso emphasized that relying on old methods is no longer enough, as times are changing quickly and new challenges continue to emerge.
“Whatever they saw and liked before, we will try to innovate because times are changing and there are new challenges. We will respond to the needs of the times, and that’s what I think we can offer this time,” Domagoso said in Filipino.
He underscored the importance of a responsive government — one that is always open to change and adjustment to deliver faster and better services. This, he said, is what Manilans can expect from his administration.
“A 24/7 government will once again be felt by Manilans — morning, noon, night, midnight, even at dawn, just like what we did before,” he said.
During his campaign, Domagoso repeatedly stressed the need for swift action, often using the phrase “Bilis Kilos” (Quick Action).
According to him, Manilans can expect the return of quality public service that is responsive to their needs and ready to adjust to emerging challenges.
He likened his leadership style to playing “oido” — a musical term referring to playing by ear without formal training — pointing to his experience during the pandemic, which he described as an unprecedented crisis with “no playbook” to follow.
