Creditors, contractors and service providers awaiting payments from Manila City Hall are reportedly experiencing significant delays due to inaction within the city’s Accounting Office and the Financial Operation Division, a section responsible for processing payment vouchers before disbursement.

Concept Media Inc., a service provider, reported following up on a payment for services rendered, with its vouchers allegedly received in April 2025.

The company, among others, claims that the Financial Operation Division is known for delaying the processing of vouchers due to employee inaction, leaving paperwork unattended for extended periods.

Complainants, who requested anonymity, expressed concern that with the upcoming transition of city administrations, transactions initiated by outgoing officials might not be processed by the June deadline.

The complainant also stressed that it could make it difficult for the incoming administration to act on these payments, leaving desperate contractors without compensation.
