MMDA to launch app for apprehension monitoring under NCAP

On Monday May 26 2025, Metro Manila Development Authority (MMDA) personnel monitor traffic violators through the CCTV cameras, situated in various strategic places along major thoroughfares of Metro Manila, at the MMDA Command Center in Pasig City, during the day of implementation of No Contact Apprehension NCAP, violators will apprehend traffic violators through recordings of their CCTV cameras and notices of violation will be sent to the registered address of the vehicle, as explained by the MMDA in the guidelines.

The Metropolitan Manila Development Authority (MMDA) on Wednesday said they will launch an app for monitoring of apprehension under the non-contact apprehension policy (NCAP).

This was revealed by MMDA Chairman Romando Artes saying the app launch will enable motorists to determine if they have violation on traffic.

“We will launch an app so motorists can monitor if they have been apprehended. They should register to the app. We have already that app but we have to revise for Data Privacy Act,” Artes said.

The MMDA chairman said the Senate hearing last on Tuesday, transport groups welcomed the return of NCAP and they suggest to include the local government units (LGUs) to the policy.

On the other hand, Artes said they are ready to explain on the queries of motorists about some issues pertaining to NCAP like unclear signages and the like.

Also, Artes clarified that not all roads have AI cameras as these kind of cameras are install along EDSA only but there is an ongoing installation in other roads.

He explained that there is a manual review that means if an alleged violator was captured by AI cameras there would be two automatic reviews.

“The first review is the deaf/mute manner and  if the violation was confirmed a supervisor will  approved it.

On the matter of unclear markers, Artes made an assurance that personnel are well-trained if the signage is faulty the cameras with AI will invalidate it automatically.

“We can see from the camera if someone go through red light if an emergency vehicle pass by,” said Artes.

In two days time of the implementation of the NCAP motorists were observed to have been conscious on the road as the agency noted violators are 600 plus only.

Artes also clarified that NCAP is not an  income generating program because the agency is not in the  business of apprehending but to instill discipline among motorists.

“Rest assured, we will fix the implementation of NCAP... We are lenient. Hindi porke’t tumapak ng linya, ticket na kami,” Artes said.
