
In line with the nationwide observance of Ease of Doing Business (EODB) Month, the Department of Agrarian Reform (DAR) conducted a strategic orientation on Tuesday to reinforce compliance with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The orientation brought together third-level officials from the DAR Central and field offices, along with members of the DAR Committee on Anti-Red Tape (CART). The goal was to deepen their understanding of the EODB law’s key provisions and strengthen the agency’s alignment with the mandates of the Anti-Red Tape Authority (ARTA). This effort is expected to help streamline government processes, reduce red tape, and promote greater transparency, digitalization, and innovation in service delivery.
ARTA, an agency under the Office of the President, is headed by a Cabinet-level official — emphasizing the law’s national importance in improving ease of doing business across all sectors.
In a message delivered by Undersecretary Amihilda Sangcopan on his behalf, DAR Secretary Conrado Estrella III underscored the law’s transformative potential.
"The Ease of Doing Business Act is more than a policy directive — it is a commitment to reform the way we deliver services to our stakeholders, reduce red tape, eliminate unnecessary bureaucratic layers, and promote a culture of innovation and responsiveness," Secretary Estrella stated.
He also highlighted the vital role of third-level officials and CART members: "You are the Department’s leaders on the ground — our implementers, troubleshooters, and enablers of reform. Let us transform DAR offices into dynamic hubs of efficiency and trust," he added.
This orientation forms part of DAR’s broader efforts to align institutional operations with national goals — aimed at improving the business climate, increasing citizen satisfaction, and rebuilding public trust in government.
Through initiatives like this, DAR reaffirms its commitment to a Bagong Pilipinas, where public service is defined by transparency, efficiency, and accountability.
