
The Land Transportation Franchising and Regulatory Board (LTFRB) on Friday issued show cause orders (SCOs) to seven bus terminals in Pasay City, directing their management to comply with existing regulations before resuming operations.
LTFRB chairperson Atty. Teofilo Guadiz III stressed that public safety and passenger convenience are the agency’s top priorities.
“These terminals must prove they are ready to operate within the bounds of the law,” Guadiz said. “We cannot allow the reopening of facilities that fail to meet minimum standards. We owe the commuting public a transport system that is organized, safe and compliant.”
The bus terminals that received the SCOs are HK Sun Plaza Terminal, DLTB Terminal, JAC Liner Terminal, BBL Transit Terminal, JAM Liner Terminal, Genesis Terminal and Philtranco Terminal.
Key issues cited by the LTFRB include the lack of valid permits, inadequate passenger facilities, failure to submit terminal compliance documents, and a lack of coordination with the Pasay City government.
“Before any terminal reopens, we require full compliance with our guidelines, including the submission of a Letter of Intent, updated permits from the city government, a sworn statement of available amenities and coordination with concerned local authorities,” Guadiz said.
The terminal operators have five calendar days from the receipt of the SCOs to submit a written explanation as to why their operations should not be permanently halted.
“We welcome transport operators as partners in nation-building, but that partnership requires accountability,” Guadiz said. “This is not just about enforcing rules, it’s about protecting commuters.”
The LTFRB will conduct a follow-up inspection after receiving the required documents to determine if the bus terminals are suitable for reopening.
