P300-B Quezon wind projects fast-tracked

The multi-billion-peso wind projects in the province of Quezon are expected to be swiftly realized after they recently gained a Green Lane Certification from the Board of Investment’s One-Stop Action Center for Strategic Investments (OSACSI).

According to the BoI, Green Lane Certificates of Endorsement were awarded to Airstream Renewable Corporation (ARC), a subsidiary of NexGen Energy Corporation, for four wind power projects located in Real and Mauban, Quezon.

The awarded projects—comprising two onshore and two offshore farms—represent a combined capital investment of more than P300 billion.

The projects include the 200 MW Pandan Labayat Wind Farm, 300 MW Silang Maragondon Wind Farm, 2,000 MW Real Offshore Wind Farm, and 300 MW Mauban Offshore Wind Farm.

The wind energy projects are currently in the pre-development stage, with ongoing technical, environmental, and social studies, including wind resource assessments.

The developments are part of ARC’s broader strategy to deploy utility-scale wind and solar energy projects across the Philippines, aiming to deliver clean, sustainable, and reliable energy while enhancing infrastructure capabilities and addressing national concerns such as energy security and affordability.

The Green Lane certification, spearheaded by the BoI, is a Philippine government initiative aimed at expediting strategic investments by streamlining the permitting and licensing process at both the national and local levels. This recognition is reserved for projects that demonstrate significant capital investment, environmental benefits, economic impact, and technical complexity.

“The BOI remains steadfast in its mandate to catalyze investments that generate inclusive growth, promote energy security, and support our transition to a green economy. These projects reflect the kind of developments the program was designed to support: those with significant scale, technical complexity, and potential long-term impact on the energy sector,” said BoI Investments Assistance Service Executive Director Bobby Fondevilla.

For his part, Eric Peter Roxas, President and CEO of NexGen Energy, said the forward-looking approach emphasized the importance of the certifications in accelerating ARC’s contributions to the country’s energy transition.

"Receiving Green Lane certifications is a key milestone for Airstream Renewable Corporation and NexGen Energy. It highlights our commitment to helping the country transition to a more sustainable energy future. More importantly, it empowers us to fast-track these vital projects and bring long-term value to our shareholders and host communities," he said.

"The Green Lane endorsement affirms the government’s confidence in our role as a strategic partner in national development. Our focus now is to bring these projects into commercial operation as soon as possible," Roxas added.
