
After a request from motor-taxi firm Angkas, the Department of Transportation (DOTr) has granted Angkasangga Partylist First Nominee and Angkas CEO George Royeca’s appeal to allow the continued operation of motorcycle (MC) taxis while awaiting the passage of a permanent law.
In a statement sent to the DAILY TRIBUNE on Wednesday, Royeca said he made the appeal during a high-level meeting with DOTr officials led by Secretary Vince Dizon last week.
As a result, Royeca said Secretary Dizon committed to issuing a Department Order that would provide legal cover for MC taxi services until a legislative measure is enacted.
“This is a victory for MC taxis and the thousands of riders who depend on it for their livelihood,” Royeca said.
“Maituturing din itong panalo para sa libu-libong commuter na umaasa sa MC taxi para mabilis na makarating sa kanilang trabaho at iba pang pupuntahan,” he added.
(“This can also be considered a victory for the thousands of commuters who rely on MC taxis to get to their work and other destinations quickly.”)
During the dialogue, Royeca emphasized the importance of continued MC taxi operations for both riders and commuters, who rely on this essential and affordable mode of transport, especially across Metro Manila’s congested corridors.
“The permanent solution for the continuous operations of MC taxis would require congressional action. That’s why the DOTr is committed to working with our lawmakers to come up with viable solutions that greatly benefit both our riders and commuters,” Secretary Dizon said, according to Royeca.
Dizon added that MC taxis must fully comply with the recently issued Department Order on road safety, as well as existing standards and regulations on roadworthiness and driver qualifications.
Meanwhile, Royeca reiterated his plan to integrate motorcycles into the national transport plan, noting that thousands of informal workers, tricycle drivers, vendors, and freelancers depend on them for their livelihood.
He also reaffirmed Angkasangga’s commitment to championing the rights and welfare of informal workers in Congress, addressing urgent issues like public transportation, job creation, and worker protection.
Angkasangga advocates for key labor reforms, including paid sick leave, government-mandated benefits for informal workers, and accident insurance for members of the Tricycle Operators and Drivers Association (TODA).
