
BAGAC, Bataan — The Department of Agriculture (DA) Bureau of Fisheries and Aquatic Resources (DA-BFAR) inaugurated the P32-million Legislated Multi-Species Marine Hatchery in Barangay Quinawan of this town on Tuesday, 18 March.
According to BFAR Region 3 director Wilfredo M. Cruz, the facility will boost fish seed production, support aquaculture enterprises, and enhance marine resource sustainability in Bataan and neighboring provinces.
“The hatchery was established under Republic Act 11912, providing critical support for the aquaculture sector. Fully powered by solar energy, it ensures efficient and uninterrupted operations while reducing environmental impact,” he added.
Cruz said that the hatchery’s role is to ensure a stable supply of quality fingerlings for fisherfolk and hatchery operators.
BFAR assistant director for Technical Services Isidro M. Velayo Jr. who also delivered the message on behalf of the Agriculture Secretary, highlighted the project’s alignment with the country’s food security initiatives.
Senator Cynthia Villar, represented by Atty. Rhaegee Tamana, Chief of Staff, sent a recorded message of support, recognizing the hatchery’s impact on local livelihoods and fisheries management.
Governor Joet Garcia expressed his gratitude to the BFAR3 for constructing the first Legislated Marine Multi-Species Hatchery in Central Luzon.
The Head of BFAR’s Legislated Hatchery Program, Emmanuel Asis, then provided a brief background on the project, outlining its objectives and expected outcomes.
The ceremony proceeded with the blessing of the facility, marking its official turnover for operation. The program then concluded with a closing message from Engr. Johanna Dizon, Provincial Agriculturist of Bataan.
Following its inauguration, BFAR 3 will oversee hatchery operations for two years in partnership with the Provincial and Municipal Agriculture Offices. During this period, BFAR will also provide intensive training for local personnel and gradually phase in the transition process to ensure smooth turnover. After this, management will transition to the Bataan provincial government through a Memorandum of Agreement.
Once operational, the hatchery will serve as a key hub for fish seed production, broodstock maintenance and training programs for fisheries stakeholders, government personnel and state universities and colleges. The legislated hatchery stands on land donated by Sharemax Holdings.
