For over 30 years, farmer Eric Janolino struggled with high-interest loans and limited resources, hindering his ability to grow his livelihood.

But in 2023, he found hope through the Agricultural Competitiveness Enhancement Fund Lending Program, a government initiative facilitated by LandBank in partnership with the Department of Agriculture.

Through the program, Janolino secured a P100,000 loan at an annual interest rate of just 2 percent, a significant improvement from the predatory lending schemes he previously relied on.

With LandBank and DA guiding him through the process, Janolino used the funds to venture into tilapia farming, building three fishponds with support from the Bureau of Fisheries and Aquatic Resources Region 10.

The initiative transformed his livelihood, allowing him to earn a steady income and invest in a carabao, a horse, and additional livestock.

He also renovated his home and, most importantly, sent his children to school. Inspired by his success, 14 other farmers in his community followed suit, securing their own ACEF loans and embracing tilapia farming.

The ACEF Lending Program, implemented by LandBank as the conduit bank of DA, aims to enhance the productivity of small farmers and fishers by providing accessible credit assistance for farm inputs, equipment and infrastructure.

Individual farmers and fishers can borrow up to P1 million, while cooperatives, associations, and micro, small and medium enterprises may access up to P5 million for agricultural investments.

As of December 2024, LandBank has released P14 billion in loans under the program, benefiting 95,301 borrowers nationwide, with 98 percent being small farmers and fishers.

The initiative continues to provide crucial financial support, helping agricultural communities improve their livelihoods and secure a sustainable future.
