Justice Undersecretary Deo Marco emphasized the importance of international collaboration in reforming correctional systems across the ASEAN region during his speech at the ASEAN Regional Correctional Conference (ARCC) on Saturday.

Representing Justice Secretary Crispin Remulla, Marco highlighted the conference as a crucial platform for fostering global cooperation, citing key partnerships with organizations such as the United Nations Office on Drugs and Crime, the International Committee on the Red Cross, and the United Nations Asia and Far East Institute for the Prevention of Crime and Treatment of Offenders.

With ASEAN member nations offering unwavering support, Marco highlighted that the Philippines is committed to adapting its correctional system to meet the evolving challenges of reform.

Despite facing significant hurdles, such as limited resources and complex bureaucracy, Marco expressed optimism for the future, noting the current administration’s dedication to enhancing prison systems through compassionate justice.

The conference provided a forum to address critical issues such as prison exchange programs, best practices in prison health, violence prevention, oversight in prisoner evaluations, and improvements in parole and probation systems.

These discussions are part of a broader effort to build a more effective, humane and secure correctional framework in line with international human rights standards.

Marco pointed out the persistent challenges faced by the Philippine correctional system, including budget constraints, crime, substance abuse, corruption and the need for further professional development for prison officers.

Despite these challenges, he noted the government’s commitment to reform, particularly under the guidance of Justice Secretary Remulla and Bureau of Corrections Director General Gregorio Pio P. Catapang Jr.

Recent strides in building partnerships with legislators and members of the judiciary are testament to the country’s focused approach to change.

“This conference presents a unique opportunity to break from outdated practices, to rethink what correctional systems can and should be,” Marco said. “By working together, we can co-create a vision of transformation that supports rehabilitation, justice and dignity for all.”

The theme of the event, “Weaving the ASEAN Regional Corrections Identity: Co-creating a Shared Vision of Transformation,” reflects a forward-looking approach to correctional reform. Marco encouraged delegates to embrace the opportunity to collaborate and learn from each other in pursuit of a justice system that prioritizes the rehabilitation of offenders and the dignity of all individuals involved.
