

The Department of Human Settlements and Urban Development (DHSUD) is a testament to the country’s ongoing efforts in transforming housing and urban development to uplift Filipino lives.
DHSUD’s mission aligns with President Ferdinand Marcos Jr.’s goal of addressing the country’s housing gap to make homeownership more accessible and affordable, ensuring that every Filipino has the opportunity to live in safe and sustainable communities.
Yet, the mission of DHSUD goes beyond developing houses. As the Department reflects on its sixth anniversary, it reaffirms its unwavering commitment to providing dignified housing, fostering strong communities, and shaping a brighter future for every Filipino family.
“The homes we build are not just mere structures — they serve as foundations of hope, a place where families build their dreams and futures… Itong utos po sa akin ng ating mahal na Pangulong Bongbong Marcos ay simple: tulungan ang ating mga kababayan na magkaroon ng sarili nilang tahanan. And so in the past years, we have worked tirelessly to ensure that every Filipino is given this opportunity, and as we move forward, our commitment remains the same — to build homes, strengthen communities, and transform lives,” DHSUD Secretary Jose Rizalino Acuzar said.
At the heart of DHSUD’s mission is the Pambansang Pabahay para sa Pilipino (4PH) Program. One of its significant milestones was the recent awarding of 4PH housing units in Palayan City, a township project in Nueva Ecija.
“Sa utos ng ating mahal na Pangulong Ferdinand Marcos Jr., tayo ay nagsimula na may isang pangarap — ang masiguro na walang Pilipinong na walang bahay sa sarili niyang bayan. We wanted to address our country’s housing needs and create communities that are not only livable but sustainable. At sa mga nakalipas na taon, we have made significant strides in making this dream a reality,” the housing czar said.
Pasay City has emerged as another banner project, with a staging area developed for families affected by the construction of housing units. These temporary shelters, located in-city, were designed to ensure that they are not displaced while their permanent homes are being constructed.
DHSUD has also taken a proactive approach to disaster response, ensuring that families affected by natural or man-made disasters receive immediate assistance. Through the Integrated Disaster Shelter Assistance Program (IDSAP), financial aid has been directed to 6,117 calamity-stricken families in 2024. This initiative, coupled with the Housing Materials and Essentials (HOMEs) program, has considerably expanded the aid available to families impacted by calamities.
Beyond housing, DHSUD’s mandate extends to urban renewal and environmental sustainability. The Pasig Bigyang Buhay Muli (PBBM) Project is a hallmark initiative that showcases the Department’s commitment to revitalizing public spaces.
The upcoming inauguration of a new phase of the Pasig River Esplanade marks a significant step in transforming the riverbanks into a vibrant and accessible public space, with features such as walkways, bike lanes and commercial pop-up shops. This not only supports environmental sustainability but also fosters community engagement and enhances tourism, with around 1,000 to 2,000 visitors each day.
“Beyond the numbers on our accomplishment reports, what truly matters are the lives we have touched. Every home we build is a story of hope. Every community we develop is a promise of a better tomorrow,” Acuzar said.
However, the challenges surrounding housing and urban development continue to evolve, demanding stronger policies, broader partnerships, more sustainable and innovative solutions. DHSUD remains resolute in its commitment to inclusive and climate-resilient housing solutions, that will benefit generations to come.
“As we celebrate six years of progress, we acknowledge the work still ahead. We remain one with President Marcos Jr. in his goal to provide every Filipino access to safe, decent and affordable homes they can take pride in, a community in which they can thrive, and a future they can eagerly anticipate,” he added.
Looking ahead, DHSUD remains dedicated to expanding its reach and ensuring that sustainable, disaster-resilient housing remains a priority.
“This is just the beginning of the fulfillment of our dream — a future where every Filipino family has access to safe and decent housing. We will continue to break barriers and work harder to ensure a brighter future for Filipinos. Ito po ang utos ng ating mahal na Pangulong Bongbong Marcos mula ng umupo ako bilang Secretary (The was the mandate given by our beloved President Bongbong Marcos ever since I became Secretary),” he said.
