Over a hundred delegates attended the Third International Civil Aviation Organisation Conference on Aviation and Alternative Fuels in Dubai, United Arab Emirates, on 20-24 November 2023. The Philippines was represented by the Civil Aviation Authority.

In order to accelerate the transformation of aviation worldwide towards low-carbon aviation fuels, sustainable aviation fuels and other cleaner energy sources, the convention offered ICAO member states the chance to reaffirm their joint commitments.

This year, ICAO conducted outreach activities and consultations to collect views among states and stakeholders regarding their expectations within a global framework that would facilitate the scale-up in the development, production and deployment of aviation cleaner energies.

The goal of the five-day conference was to make a clear statement to the world the aviation industry's willingness to cut CO2 emissions in international travel by 5 percent by the year 2030.

The Philippine delegates to CAAF/3 included the Department of Transportation's Assistant Secretary for Aviation and Airports Affairs. Enrique Antonio J. Esquivel III, CAAP Environmental Planner and Officer-in-Charge of Strategic Planning Division, EnP. Sofia Paula R. Fulmaran, Civil Aeronautics Board Officer-in-Charge Deputy Executive Director Atty. Maria Elben SL. Moro, CAB Legal Division Chief, Atty. Wyrlou E. Samodio, Department of Energy Senior Science Research Specialist Maria Adeline P. Rosal and Cebu Pacific Air manager for corporate sustainability Silvestre D. Yraola III.
