
In an industry where an organized union is not prevalent, workers in the construction space face rampant violations of their labor and human rights.
"We want to bring back the dignity in the construction industry," Barry Paulino, Philippine Constructors Association executive director, said in an interview with the Daily Tribune on the sideline of the PHILCONSTRUCT 2023 at the SMX Convention Center Manila and the World Trade Center.
"In Western countries, blue-collar jobs are respected and earn good salaries. Unfortunately, in the Philippines, construction workers are looked down on. Some won't even sit with them in the bus or jeepneys."
But things are about to change, Paulino said. Currently, the PCA is collaborating with stakeholders, including the Technical Education and Skills Development Authority and like-minded organizations, to upskill construction workers and open financial opportunities for them.
Certification process eyed
A critical area the PCA is looking at is the construction certification that will offer specialized skills and expertise to construction workers. The certificates will upskill the laborers to handle complex machinery and equipment to advance to higher positions and earn more.
By acquiring a construction certificate, a skilled laborer will be issued a credential indicating their qualification in a specific skill or area of expertise. One particular in-demand certification is the safety certificate since many construction jobs involve the operation of heavy machinery or working in a hazardous environment.
Those looking for career advancement can look for other construction certifications relating to a specific job title.
"But of course, the certificates must be issued by the legitimate and respected agency," Paulino insisted.
"In fact, we are already 'practicing' this. In some small projects, some skilled foreman accepts projects independently, but of course, they have the skills to match the project's demand. For bigger projects, we will still need structural engineers to approve and affix their signatures on the blueprint."
Sectoral innovations
Innovations in the construction industry have progressed rapidly over the past few years, and the sector now has sufficient resources to advance construction technology. Indeed, global funding in construction technology increased two-fold in 2021 to $2.1 billion from the previous year and is expected to continue rising.
