DoLE eyes stronger livelihood programs

The Department of Labor and Employment in Davao Region recently organized an orientation activity aimed at equipping local government unit accountants with essential knowledge and guidelines pertaining to the implementation of Department Order 239-23, specifically focusing on the DoLE Integrated Livelihood and Emergency Employment Program.

DoLE-11 regional director Atty. Randolf Pensoy disclosed on Monday that a total of 36 accountants from the municipal and provincial offices in Davao Oriental, Davao de Oro and Davao del Norte comprised the first batch.

In comparison, 17 accountants from the provinces of Davao del Sur, Davao Occidental, and Davao City attended the second batch of orientation last week.

Pensoy said that the DO239-23 is a significant piece of legislation outlining the revised and updated processes and regulations governing the DILEEP, a program designed to provide livelihood opportunities and emergency employment to Filipinos during economic challenges.

The DILEEP aims to provide immediate income to affected individuals and families, stimulate local economies, and develop sustainable livelihood opportunities in the long run.

"The DILEEP plays a vital role in addressing unemployment and underemployment issues in our region, especially during these challenging times. LGU accountants are crucial in ensuring the efficient and transparent disbursement of funds allocated for the program," Pensoy said.

The orientation featured various sessions, including detailed presentations on the specific provisions of DO 239-23, financial management guidelines and reporting mechanisms.

One of the key objectives of the orientation was to ensure that LGU accountants are well-versed in handling financial matters related to DILEEP projects, such as budget allocation, monitoring expenses, and submitting accurate and timely liquidation reports to DoLE-11.
