Contract of service, job order gov’t workers get P5,000 bonus

President Bongbong Marcos has ordered the granting of gratuity pay for government workers who are on contract of service (COS) and job order (JO) status.

In a statement released on 23 December, Malacañang announced Marcos issued Administrative Order No. 3, which grants a one-time gratuity pay not exceeding P5,000 to government workers with COS and JO status and who have rendered at least four months of actual satisfactory performance of service as of 15 December 2022.

Also covered are government workers whose contracts are still effective as of the same date.

"Granting a year-end gratuity pay to COS and JO workers is a well-deserved recognition of their hard work in implementing programs, projects, and activities and (their) pivotal role in the delivery of government services amid the ongoing Covid-19 pandemic and present socio-economic challenge," Marcos said in the AO.

Those who have rendered less than four months of actual satisfactory performance of service may be granted a one-time gratuity pay on a pro-rata basis: an amount not exceeding P4,000 for three months but less than four months.

Those who have rendered two months but less than three months will receive an amount not exceeding P3,000, while those who have rendered less than two months will receive an amount not exceeding P2,000.

The order covers workers whose services are directly engaged through COS and JO by national government agencies, state universities and colleges, government-owned and controlled corporations, and local water districts.

Marcos called on local government units to adopt in their respective offices the grant of gratuity pay to their COS and JO workers.

He earlier ordered the release of a one-time rice assistance to employees and workers in government rendering services through JO, COS, or other similarly situated working arrangements to receive a one-time rice assistance.

It also allowed the granting of a one-time service recognition incentive (SRI) at a uniform rate not exceeding P20,000 for Executive Department employees.

Qualified to receive the incentive include those in SUCs, GOCCs, regular, contractual, or casual employees, members of the military and the police, as well as fire and jail personnel under the Department of the Interior and Local Government.

Also entitled are personnel from the Bureau of Corrections, the Philippine Coast Guard, and the National Mapping and Resource Information Authority.

Employees of both houses of Congress, the Judiciary, the Office of the Ombudsman, and Constitutional offices may likewise be qualified for a one-time SRI by their respective heads of office.
