The "disorganized" and "unwieldy framework" governing the country's water resources has prompted a partylist lawmaker to urge Congress to tackle the proposal of creating a Department of Water Resources Management.
AGRI Partylist Representative Wilbert Lee said that the framework is untenable amid increasing food insecurity.
Lee — who authored House Bill 2880 — is just one of several legislations that call for the creation of the DWRM.
The proposed measure will design and carry out the nation's comprehensive water usage and conservation policy and aims to promote the use of rainwater harvesting facilities around the country to supplement the country's water supply.
