Secretary Salvador Panelo on Tuesday reminded public officials that they should be open to suggestions and even criticisms because they are paid taxpayers’ money.

The President’s chief legal counsel said that all proposals should be discussed with an open mind and without resorting to harsh words.

Panelo cited Article 2, Section 4 of the 1987 Constitution which states that “the prime duty of the government is to serve and protect the people.”

His statement came after a leaked video of presidential spokesperson Harry Roque went viral with the latter seemingly losing his temper over doctors advising against easing community restrictions.

The doctors warned that Covid-19 cases may increase some more with the lowering of the quarantine protocols.

Philippine College of Physicians head Dr. Maricar Limpin, who was at the receiving end of Roque’s outburst, said Roque should resign out of delicadeza.

Several medical groups also called for Roque’s resignation.
