2 cops face raps over fatal shooting of fisherman in Agusan Norte



Two policemen are facing charges for the fatal shooting of a fisherman off the coast of Cabadbaran City, Agusan del Norte, police said.

A complaint of murder was filed at the prosecutor’s office on Monday against SMSgt. Rizyl Torricer, 34, and Pat. Ariel Jay Panes, 26, both members of the PNP Agusan del Norte Maritime Unit, according to the Caraga regional police.

The complaint stemmed from the killing of Ikiel Kintanar, 31, a resident of Brgy. Calibunan, Cabadbaran.

According to the regional police, the incident occurred around 5:30 p.m. on July 10, when Torricer and Panes were on seaborne patrol and confronted a group of local fishermen.

Kintanar, who sustained a bullet wound to the chest, was brought to the hospital but doctors declared him dead on arrival.

“Our personnel shall observe maximum tolerance in the performance of duties and to only use firearms in the face of imminent danger. We assure the family of the victim of speedy justice,” Caraga regional police director Brig. Gen. Romeo Caramat said in a statement.

Torricer and Panes are being held at the Cabadbaran City Police Station, after having asked for a preliminary investigation and signing a waiver of the provisions of Article 125 of the Revised Penal Code.
