Two cops accused of raping and then murdering a minor and of committing acts of lasciviousness against the first victim’s cousin have surrendered to their colleagues at the San Juan town police in Ilocos Sur on Wednesday.
The suspects already dismissed from service were identified as Marawi Ubaldo Torda, 34, married; and Randy Vintero Ramos, 37. They were arrested through a warrant issued on 7 July by Judge Homer Ragonhan of the Cabugao Regional Trial Court Branch 24.
Both suspects face murder charges over the fatal shooting of a minor while she was walking back home after following up on her rape complaint against Torda at the San Juan police.
The minor was ambushed by two assailants riding-in-tandem on a motorbike.
Police investigations, including those conducted by the Philippine National Police Integrity Monitoring and Enforcement Group, identified the assailants as Torda and Ramos in 2020.
No bail was recommended for Ramos over the rape charges while a bail of P200,000 was set for Torda over the acts of lasciviousness filed against him by the minor’s cousin. The murder case they are both facing is not bailable.
The two girls were arrested for curfew violation and were allegedly drunk when the two cops assaulted them.
Ramos and Torda, both police sergeants at the commission of the crimes, were put under custody at the Ilocos Sur Police Provincial Office in Bantay town.
The police have been told to protect the surviving victim.
